Strategic Planning and Organizational Development Consulting: Request for Proposal
The PERIS Foundation is seeking proposals from qualified consultants or consulting firms to lead the development of a comprehensive five-year strategic plan and organizational development strategy at PERIS Hill. This work will support PERIS in advancing its mission to champion and empower young people aging out of foster care through intentional housing and community support. The selected consultant will work closely with PERIS’s Strategic Planning Committee, Board of Directors, staff, and community stakeholders to develop a clear and actionable plan that reflects our values, goals, and vision for the future.
The anticipated time frame for this engagement is June–December 2025.
Background
The PERIS Foundation (“PERIS”) is a non-profit with the mission to oversee and champion PERIS Hill, an intentional housing community in Minneapolis that supports and empowers young people who have experienced foster care to develop and thrive. In late November 2021, PERIS Hill opened with 45 units of affordable housing, including 15 units of deeply affordable, permanent supportive housing for young people aging out of foster care. PERIS Hill is an innovative model created through research and with the guidance of a foster youth advisory council.
Our goal is to interrupt the foster care to homelessness pipeline through an environment of supported autonomy and interconnected independence. We believe that PERIS Hill will empower and build momentum for young people as they move into adulthood in part because it’s a typical, mixed income apartment building, with market rate amenities and opportunities. Youth with foster care experience living at PERIS have the opportunity to build community with each other and the rest of the tenants in the building. They can access services 24/7, but they aren’t required to. Our rent structure was built with extended foster care benefits in mind so that young adult residents have disposable income to budget and spend as they please, and they have support if they make a mistake, so that mistakes are not catastrophic but learning experiences, building interconnect autonomy.
PERIS is committed to continuous improvement of our model guided by young adult residents in collaboration with our evaluation partner, Inspire to Change. Our goal is to build best practices and a replicable model and to share our learnings. To get there, high collaboration with our partners is essential. As we build this model, our central partnerships include our supportive services provider, YMCA Youth and Family Services, whose dedicated PERIS staff provide case and program management for the 15 young adult residents, and our property management partner, Property Solutions and Services, who provide property management services for all 45 units.

The selected consultant will be expected to:
Facilitate an inclusive, equity-driven strategic planning process involving key stakeholders.
Assess current organizational strengths, challenges, opportunities, and external context.
Lead the development of a clear and actionable five-year strategic plan with defined goals, strategies, and metrics for success.
Design an organizational development strategy to support effective implementation of the strategic plan.
Recommend frameworks, tools, and processes to strengthen PERIS’s internal capacity, partnerships, and community engagement.
Ensure alignment with PERIS’s mission, vision, and commitment to equity and continuous improvement.
Deliverables
Comprehensive five-year strategic plan.
Organizational development strategy and implementation roadmap.
Stakeholder engagement summary and analysis.
Clear performance measures and evaluation framework.
Presentation of final plan to the PERIS Board of Directors.
Qualifications
The ideal consultant or firm will have demonstrated expertise and experience in:
Equity frameworks and practices.

Experience with foster youth and/or youth services preferred.
